Speech corrections
- Removed “Good evening.” because the speech is not tied to a time of day.
- Removed the remaining “tonight” assumptions.
- Corrected Justin Tahai's credential to “two-time graduate of York County Community College.”
- Expanded the NO declaration: “A peaceful refusal to call preventable harm normal. Or in any way acceptable for children and families.”
- Preserved the rest of the signed speech content.
- Corrected the special NO page running header/footer so no visible text is clipped at the trim edge.

Web refactor
- Rebuilt the searchable transcript into semantic paragraphs rather than PDF hard-wrap fragments.
- Refactored the three headline quote cards to 25% / 25% / 50% on wide displays, 50% / 50% / full-width on tablet, and a single-column stack on phones.
- Added mobile-safe action buttons, balanced typography, overflow handling, responsive sidebar behavior, compact speaker-introduction cadence, and a dedicated responsive NO declaration card.
- Cleaned the public source/method note and signature block.
- Tested at 1440, 1280, 1024, 900, 768, 600, 390, 360, and 320 CSS pixels with zero horizontal overflow.

Scope boundary
- No Public Accountability Arcade gameplay or Stage 99½ game code was changed in V63R2.
